On March 28, 2021 at 1:O0 UTC most of Europe will move their clocks forward one hour to go on Summer Time which is called Standard Time in Ireland. This will lead to greater fatigue in Europe for a few days until people adjust to Summer Time. Many countries in the European Union want to do away with changing clocks twice a year. But, many government leaders want to go to year round Summer Time. That might make the fatigue problem worse unless work schedules were moved later in the day. Belarus, Russia and Turkey are the only countries that are at least partly in Europe that don't change clocks.

On March 14, 2020 at 2:O0 AM local Winter Time most of the U.S.A., Canada, Cuba and a part of northern Mexico will move to Daylight Saving Time. You are to set your clocks forward one hour that don't set automatically. Only a small portion of the U.S.A. and Canada will be on nautical time after the move. This move is done just so people could have an hour more of daylight after work or school. All of the U.S. and Canada except for the following areas will move their clocks forward. The areas that don't move their clocks forward are Arizona outside the Navajo residents of Navajo Nation; Hawaii; Yukon; part of the Peace River Regional District of British Columbia; Creston, British Columbia; Saskatchewan outside of Lloydminster; Southhampton Island, Nunavut; Pickle Lake, Atikokan and New Osnaburgh, Ontario; Le Golfe-du-Saint-Laurent Regional County Municipality, Quebec.

On February 1, 2021 at 12:O0 AM East African Time (UTC+3) (January 31 21:O0 UTC), South Sudan will move their clocks an hour back and enter the Central African Time Zone (UTC+2). This will put the entirety of South Sudan in their nautical time zone and keep the same time as Sudan and the eastern part of the Democratic Republic of the Congo. This will put the mean solar noon in Juba the capital city to the nearest minute at 11:54 AM. This move should please 12 noon purists.

A reason given for most of North America and Europe not being on year round Winter Time as a standard time is the belief that it would be bad for business. The theory is that people would sleep in more during the time of year that we observe daylight time, because the clock would read too low a number when sunrise occurs. Sunrise in New York CIty would be at 4:25 EST on June 12. Sunrise in London, England would be at 3:43 GMT on June 16. If the work schedules are not moved an hour earlier on the clock there would be one hour less daylight after work during the usual daylight time period. Yet governors have imposed lockdowns in the name of stopping the spread of COVID-19 that would be far worse for business than going to year round Winter Time. If most people get up before sunrise even if we ran year round Winter Time, that would be better for business. If, most of the residents of France would have followed Benjamin Franklin's commitment to wake up before sunrise, France might still be on GMT year round, instead of an hour ahead five months of the year, and two hours ahead seven months of the year.

Most of the United States and Canada, Baja California and a northern strip of Mexican states bordering the U.S. east of Sonora will be going back to Winter Time (standard time) on Sunday, .November 3 at 2 AM local daylight time. People living in these areas which are running daylight time are to turn back clocks one hour, except for clocks which turn back automatically. This will enable more people to get up in the daylight (at least for now, sunrises will be getting later until close to New Year's Day). This will also put most of North America on a time which has mean solar noon within a half hour of 12:O0. The only places in the U.S. and Canada which do not move their clocks back are Arizona outside of Navajo Nation; Hawaii; Yukon; Northern Rockies Regional Municipality, British Columbia; Peace River Regional District, British Columbia; Saskatchewan outside Lloydminster; Atikokan, Ontario; New Osnaburgh/Pickle Lake area, Ontario; Southhampton Island, Nunavut; and Quebec east of the 63 degrees W longitude.
