The minority of Republicans who opposed the legislation had philosophical objections; i.e., if we create all-powerful federal bureaucracies to regulate equality the system will be abused to produce absurdities (they had not yet imagined boys dressing in girl’s locker rooms under compulsion of the law, but that sort of thing).
