It appears clear to me, that the libs that run Fox have been steadily taking it Left. Like the frog in the slowly heating pan of water, I believe they want to gradually dupe their conservative into accepting the Left's world view. When they increasingly report only the high temp records while ignoring the cold ones, they'll make you think the world is hotter. It is as simple as that.
