Check out the wall where the stormhawk was perched and you'll spot an adjacent tower that has a ledge that you can leap up onto. Get on Elden Ring Items it and walk up the tower and you will find a small wooden walkway which will lead you to a platform containing an Smithing Stone.

Return to the tower but instead going back to the roof from which your battle with the stormhawk was, you would like to jump onto the rooftop that's adjacent with the pillar crumbling. This roof is teeming with soldiers, so be mindful on how you approach.
