You can get the Powerpass by finishing the story Lost Ark Gold, and then completing the last mission, Ealyn's Gift. The Powerpass will be available via the in-game mail system. When you create your own player, you'll need to hit the Powerpass button in the main menu to basically go through the main story.

Then, you'll review the main story points and catch in a short time to reach the level of 50. from which you'll begin to prepare your new character to play in the endgame items. You'll be awarded an Powerpass each time you clear Ealyn's Gift on a brand new character.
