Game director Joe Shely explains during a recent roundtable that Diablo 4 Gold reimagining sets in a way that fits Diablo 4 properly wouldn't be possible until the beginning of next year. However, the team is looking at having them included in its live service.

"As we've been building the game, we believed that we could create sets in a different method that was different from what we've observed from Diablo 3. However, we've needed additional time to incorporate them into the game in such a way that they would fit well with other elements of Diablo 4, so you will not see any sets until the launch into the game." Shely explains. "We consider sets to be amazing, and we'd like to create them in a way that is right - which is why we're taking a look into for the live services we're planning to offer."

"There's an legendary staff in the demo , which transforms [the spell] fireball into three fireballs," ex-game director Luis Barriga told Polygon(opens in new tab) back in 2019. "The thing that's different is that, you know that a set currently in the live version of Diablo 3 gives you bonuses greater than a thousand. We're attempting to design the Diablo IV Gold game to be a more restricted to avoid being caught in that escalating power-curve."
